Pakistan is confronting an intensifying employment challenge as its national economy fails to generate sufficient jobs for its rapidly growing labor force. According to findings from the World Bank, one in every six individuals entering the domestic job market is unable to secure work, pushing the national unemployment rate to 7 percent in 2024.
Workforce Influx Versus Job Generation
The scale of the labor challenge is compounded by demographic growth, with approximately 3.5 million people entering Pakistan’s workforce every year. Available positions have not expanded quickly enough to absorb these entrants, leaving substantial numbers of young people struggling to establish themselves in the economy.
Data released by the World Bank shows that Pakistan did manage to generate 17.7 million net new jobs between 2018 and 2024. However, the nature of these positions has limited their overall economic benefit. The majority of the positions created were informal, low-paid, or characterized by self-employment arrangements that provide workers with minimal income stability and very few social protections or employment benefits.
Wage Contraction and Household Pressure
The structural shortfall in quality employment has directly impacted household finances across the country. The World Bank reported that real wages declined by an average of 3.4 percent each year from the 2018/19 fiscal period through 2024/25. This persistent contraction in real earnings has been driven by elevated price levels that have steadily eroded the purchasing power of citizens.
Calls for Reform and Faster Growth
To reverse these trends, the World Bank pointed to the necessity of pursuing accelerated economic expansion, generating stronger investment flows, and implementing business-related reforms. The institution emphasized that structural adjustments are essential to create sustainable employment opportunities and provide a productive pathway for the millions of young citizens joining the workforce on an annual basis.
