The Federal Board of Revenue (FBR) has established a dedicated mechanism designed to integrate revenues earned through digital and social media channels into Pakistan’s documented tax structure.

Under the updated framework, earnings generated by online content creators and digital influencers operating across major digital platforms are classified as taxable income and will be treated in accordance with prevailing income tax laws.

Covered Platforms and Digital Creators

The regulatory initiative specifically encompasses income streams originating from popular multimedia and video-sharing networks, including:

  • YouTube: Ad revenues, channel memberships, and sponsorship earnings.
  • Facebook: Monetized video content, direct brand integrations, and fan contributions.
  • TikTok: Creator fund disbursements, live stream gifting, and platform-based promotional work.
  • Instagram: Paid brand partnerships, influencer marketing campaigns, and sponsored visual content.

Bringing the Creator Economy Into the Tax Net

The move represents a concerted effort by the tax authority to widen the national tax base by formalizing segments of the fast-growing digital economy. Over recent years, monetization avenues for independent video producers, vloggers, and digital publishers in Pakistan have expanded rapidly, frequently operating outside conventional corporate documentation.

By treating influencer receipts and creator disbursements under applicable income tax provisions, the revenue authority aims to ensure that income earned through domestic and cross-border digital content channels contributes directly to formal tax declarations.
